The Ocean Literacy Festival is an innovative event that mobilizes different sectors of society to reflect on their relationship with the ocean and build collaborative solutions for sustainable development, the blue economy, and tackling climate change. It offers a leading role to diverse audiences such as educators, youth, researchers, managers, business owners, entrepreneurs, and traditional and coastal communities.
Hosted once again in Santos — the first city in the world with ocean literacy legislation — the Ocean Literacy Festival – Baixada Santista 2025 featured over 100 speakers and participants from more than 30 countries, with an expected attendance of over 10,000 people from various sectors of society. The event offered personalized experiences designed to help each participant awaken their own ocean literacy and generate attitudinal changes in favor of the ocean and sustainable development.
At the same time, the festival integrated various fields including entrepreneurship, innovation, science, traditional knowledge, arts, culture, inclusion, gastronomy, sports, communication, and citizenship.
Based on the best available scientific knowledge, we provided spaces for discussion and for building solutions for the ocean we want. All sectors of society were able to participate in sessions, activities, and events. There were dozens of workshops, discussions, and cultural activities that integrated entrepreneurship, the creative economy, and education.
In 2025, the Ocean Literacy Festival was part of the official celebrations of the 200th anniversary of Brazil-France relations, enhancing the event’s international prominence.

Santos is a pioneer city in ocean literacy with its Ocean Literacy Law, recognized by UNESCO as the first law in the world on this theme, inspiring other cities and states across Brazil and the world.
Santos stands out in 5th place in the quality of life ranking of Brazilian municipalities, according to the Human Development Index (HDI) measured by the United Nations (UN) based on life expectancy, education, and GDP per capita. The city is fully linked to ocean literacy, including social awareness through the journalism sector and the growth of the Blue Economy, which encompasses the Port of Santos and all tourism, services, and fishing activities.
The city inspires with its historic center and its 7 km of beach, accompanied by the world’s largest beachfront garden — a title granted by Guinness World Records.
In addition to being welcoming and providing an experience connected to the sea, Santos is only 72 km from the state capital and offers easy access from São Paulo’s main airports.
